Do lead me to a better understanding?

1 Malaysia - Rakyat Didahulukan, Pencapaian Diutamakan. Does this quote really practise by the whole Malaysian? or at least 50% of the residents in Malaysia practise it? I doubt that yet very much proud to be a Sabahan for uncountable reasons.

I'm still confuse with "Rakyat Didahulukan, Pencapaian Diutamakan"... which exactly has the higher priority? Does it have the similarity to "as long as a particular objective not being achieved will caused us with the lack of attentions by the ruling party"?

I just wish to know more...
